The Belpre Area Community Development Foundation (BACDF) is an outgrowth of the Belpre Bicentennial Commission, Inc. During 1985, when the commission was formed, it was anticipated that there might be a balance of funds upon its termination. Therefore, it was provided that the name of the Corporation would then be changed to the Belpre Area Community Development Foundation, to function thereafter as a foundation to receive and distribute funds to benefits the Belpre area community.

The BACDF is managed by a group called the Board of Governors. The board members are local citizens and business people who volunteer their time to oversee the Foundation.

The Board of Governors approves distributions from investment earnings to each BACDF fund according to the provisions of the Trust instrument and donor's direction. The bank selected by the BACDF Board of Governors or the bank of the donor's choice serves as trustee, manages the investment of the fund, and distributes the earnings according to the directions of the donor. The current BACDF Trustees are Peoples Banking and Trust Company and Bank One, Marietta, NA.
Annually the BACDF accounts of each Trustee are audited by a certified public accountant or in accordance with accepted auditing practices, by an independent auditor appointed by the Board.
